The governance of the University is vested in the Board of Regents which has the general powers of administration, as well as the authority to exercise corporate powers as defined by the Corporation Law of the Philippines. It is the highest policy-making body of the University and is responsible for over-all policy formulation, as well as the final arbiter of all major issues in the University. Composition The Board of Regents is a collegial body composed of six highly distinguished members, including the President of the University, all of whom are appointed by the Mayor of the city of Manila, with the consent of the Municipal Board, which is now the City Council of Manila, based on their professional competence. Of the six members appointed by the Mayor, one is from the faculty and another is a distinguished alumnus from the field of education. The university regents are chosen on the basis of their professional competence. They are men of high and eminent integrity and distinguished professionals among the citizenry. The Division of City Schools (DCS) Superintendent of Manila sits as an ex-officio member of the Board of Regents.
The University Charter provides for a specific term for the regents. They serve for a fixed term of six (6) years. Officers of the Board of Regents The Chairman of the Board and the President of the University are elected from among the regents themselves. The Chairman presides over all the meetings of the Board while the University President serves as its ex-officio Vice-Chairman.

Secretary to the Board of Regents The Board of Regents shall have its Secretary [to the Board of Regents] who likewise serves as the Secretary of the University. He shall be present in the proceedings of the Board and shall maintain and keep the records of such proceedings including its regular, special and committee meetings. He shall prepare the documents for the consideration and deliberation of the Board and the preparation of the items of agenda upon the recommendation of the University President, and shall cause the dissemination of such approved resolutions to the concerned parties for proper implementation. He keeps custody of the corporate seal of the University and shall affix it on diplomas, certificates, titles or degrees conferred by the University, as well as in all documents where such seal is required to be affixed.
The incumbent Board Secretary is Mrs. Rizalina M. Mauricio who has similarly served on an acting capacity on various occasions in the past. She was designated as OIC-University and Board Secretary by the University President effective 01 July 2009. She is preceded by Atty. Marisol DL Anenias who was appointed by the Board of Regents on 14 August 2007 by virtue of BOR Resolution No. 2952. Past Chairmen of the Board of Regents The Board of Regents of PLM has already been served by six (6) chairmen since its conception on 09 January 1967. The first chairman was elected on 23 February 1967, along with the pioneer president as its vice-chairman.
