The University Charter is the basis for the foundation and existence of the University. This Congressional Act passed by both the upper and the lower Houses, was approved by the President of the Republic of the Philippines.

The University Charter is the bible of PLM. It is the source of authority for the governance of the University. It conferred upon the Board of Regents the exclusive power to determine and fix its courses of actions as expressed through Board resolutions.
